Joe was my ATF boss in Mississippi during the early 1970s. He and Grace were friends as well. Joe Kelly was a great manager and unusually good person. As a member of his office staff I interacted with him almost daily during that time. Joe Kelly was instrumental in my promotion to the position on his staff in the ATF District Office, but likewise played a major role in my promotion to a position in the ATF Regional Office in Atlanta on the staff of the Regional Director. My appreciation for what Joe Kelly did for me is without limits. May he rest in peace. My sincerest condolences to his family and many friends. I'm so sorry to hear about Papa Joe's passing. He was a kind and gentle man. He will be in my heart for the rest of my days.
